D-Link USB Hub Working but Makes Disconnect/ Connect Sounds

My USB hub seems to be working fine but makes the 'device disconnected' sound followed directly by 'device connected' sound. This happens ad nauseam.
What's up?
Currently I have just disabled these sounds

No official drivers exist for this hub afaik

Have you tried plugging it into different port on the computer? Does it plug in with a regular USB A to B cable?

Uses USB A to B. Checking different ports now.

If your using the ports on the front panel, try plugging it into the ports in the back of the computer on the motherboard, you'll get a more direct connection that way.

Does not matter which port I plug into. Problem persists.

Well if all your other peripherals that connect via USB are working right, then its either the cable or the device its self. Is it new?

It is fairly new. Used it on my windows 10 laptop no problem. Built a desktop PC and it's giving me this issue. And yes, I tried the rear ports.

What kind of motherboard do you have? Does it have USB 3.0 ports? And if so do you have the USB and chip-set drivers installed and up to date?

I noticed that the HUB is 2.0. Sometimes peripherials that are native to 2.0 mess up when plugged into a 3.0 port. (3.0 should be labeled and/or light blue on the inside.)

I am not pluggin this into a 3.0 port, but I did to check. Z170 chipset. Downloaded the usb drivers.
