D SUB Power saving mode every time I play games. GPU Overheating?

Since about two weeks ago my computer has been randomly going into D SUB Power saving mode and restarting itself every time I play a game for more than 15 minutes, sometimes I get 2 hours of play time sometimes it's not even 10. (So far it's been MGSV, DOTA2, and TF2) So far I've cleaned the insides out with compressed air, unplugged and replugged everything and lowered graphics quality.

The fan seems to be making an irregular whirring noise, I downloaded MSI Afterburn to attempt to regulate it but to no avail. It's apparently hit 90c but the sides feel cool to the touch and the air coming out feels cool.

I Recently just pulled the side panel off again and felt the computery looking stuff at the bottom and nearly burned my fingers. That doesn't feel promising. Does anyone know what's up or how to fix it?

Can you please pass on your full systems specs inclusive of your OS and connected peripherals? Are you sure your BIOS and chipset drivers are up to date? Have you tried uninstalling your GPU drivers using display driver uninstaller and then reinstalling using the latest drivers? If the latest drivers are known to cause the aforementioned issue then revert to a previous known stable version of your GPU drivers. Can you replicate the issue while in desktop and under synthetic load situations(stress testing)?
