D11 feature level 11.0 is required to run the engine

Today i try to run a new game but it shows DX11 error how can i fix it ? I try to fix it by downloaing this update here but didnt work

CPU :Intel core2 duo 2.53GHz
GPU : Ati mobility radeon HD 3650 2GB / 512vram
RAM : 4 GB

Game : Radical Heights

That is quite an old GPU there. Have you installed the latest available drivers for it? Which version do you have installed? Looks like it supports only upto DirectX 10.1. Maybe that game doesn't run on older DirectX.

Yes its a old GPU but i want to try to play this game on low graphic and yes i have installed the last gpu drive and its version 13.1

Doesn't matter what driver version you have installed. The graphics chip does not support DirectX 11 (only up to 10.1).

In 2-3 months im buying new pc with those spec

CPU : i5 gen 4
GPU : gtx 760 or gtx 960
RAM : 8 GB
SSD : 300 GB

Its this a good pc for gaming in medium-high ?

I'd say it was fine back when the 4th gen was new. Today, I'd probably drop the "high" from "medium-high". If you want to play on high, get a newer CPU/Motherboard and 16GB of compatible RAM.
