Question D3D device being lost

I hope this will shed some light into my problems and someone can help me solve my issue. I have the following Specs on my computer

Intel I7-7700k @ stock 4.2ghz
Asus Maximus Code IX motherboard
Asus 1080ti Strix 011G graphics Card on normal mode
32gb Corsair Vengeance RGB ram @3466mhz, downclocked to 3200mhz.
EVGA 1000w P2 platinum power supply
1 samsung m.2 ssd 256gb
3 samsung evo ssd 500gb 1 SSHD 2tb.
NZXT kraken X62 AIO cooler
3 Corsair LL fans
4 Corsair RGB strips

I have a very big issue I do not know how to resolve it. I own a Asus Strix 1080ti 011G graphics card. It has absolutely no damage or dust on it. It has been inside the PC i built since the day I purchased it and it shipped to my house since 2018 January. recently since july 8th/2019 Every time I play a game it freezes, or crashes completely and gives me the following error for almost every single game I own. counterstrike, Pubg, Witcher 3, Apex legends and more.
LowLevelFatalError [File:D:\wk\tsl-client-dev3-branch\build\UnrealEngine\Engine\Source\Runtime\Windows\D3D11RHI\Private\D3D11Util.cpp] [Line: 182] &nl;Unreal Engine is exiting due to D3D device being lost. (Error: 0x887A0006 - 'HUNG')&nl;
I have searched online forums for over 3 weeks now and have had absolutely no luck. I have done the following:
  • uninstalled and Reinstalled the games
  • uninstalled and Reinstalled the Graphics Drivers
  • Rolled back the Graphics Drivers
  • Downloaded unreal engine and updated it
  • Ran a CPU and GPU stress test for over 30mins (all temperatures were normal and had 0 issues regarding thermals and picture)
  • clear the Bios and reset it to default settings
  • Reformatted windows three times and reinstalled everything 3 times with the latest Nvidia Drivers and a rolled back Nvidia Driver
  • Spoke to Nvidia customer support which instructed me to do the following: .1. Update your Unreal Engine: (I installed and reinstalled and check the integrity of the files twice. Did not work)
  1. Disable your antivirus software: ( I use Avast antivirus and completely uninstalled it and it was no help) It is possible that your antivirus software might have a conflict with Unreal Engine. So try to disable your antivirus and then run the game to check whether the error will appear or not.
  2. Update your device driver: (all drivers were updated and rolled back to 3 different version. No luck as well) Updating drivers is a useful method to solve many issues. It’s worth trying when you meet issues. According to users, if the graphics card/video card driver is outdated or corrupted, it may cause this error.
  3. Check Integrity: (all games, Drivers and updates were uninstalled, reinstalled and made sure that they were checked twice including the games and more)
5.Change your default graphics card: In order to have a better gaming experience, some people may install a dedicated graphics card in their PC. However, due to the limited performance of the integrated graphics card and the game may not be compatible with the dual graphics card, it may cause the “Unreal Engine is exiting due to D3D device being lost” error. In this case, you can set your dedicated graphics card as default graphics card to fix this error. (which i highly doubt is the case)
I even spoke to epic games and they told me to do the following as well and still no luck.

not sure what to do now to be honest. If anyone can guide me in the right direction i would appreciate it.

From my search on the net, I read many threads with the same issue going back to 2016, so it's not new.
People have solved it going Fullscreen instead of borderless, others by lowering their rendering scale to 50 and some by disabling avast antivirus.
It's a bug of Unreal engine and you must be one of the unlucky ones to have it.
