dad's computer can't access web sites

my dad's computer, a dell latitude d610 running windows XP, can't seem to access websites even though he's run multiple virus scans, all of which have come back clean, the message he keeps receiving when trying to load sites is (site name) took to long to respond

Can you ping any external site? www.google.co.uk, for instance.
