I have a Motorola modem with WiFi and Ethernet ports....
Can I connect a switch to the modem, then connect a WiFi router to the switch.
I cannot use the WiFi from the modem as it has to be in the basement.
the switch and WiFi router will be upstairs.
There will be other devices hooked up to the switch as well. TiVo, Roku, tv, and NAS device.

thx

Since most routers have 4 ethernet ports, you may not need an additional switch. But as @SamirD said, be sure the router is configured as an access point. Some routers have a simple 1-button toggle, some you have to do a manual configuration. If you tell us the model of the router you want to use as an AP we can help ensure you configure it correctly.
