Damaged USB controller workaround.

The USB controller on my windows tablet (asus t303ua) was damaged, however USB-C port is still working fine, but it doesn't work from the BIOS, and hence the computer is technically dead, once the operation system fails.

When i connect an external HDD to the USB-C port and power on the computer, the HDD turns off in the welcome screen and then it ONLY powers back on in the operating system, it remains off if i go into BIOS.

My workaround, can i use an externally powered SATA? Is it that the USB controller isn't giving enough power to the HDD on its own?

In other words, if i use an externally powered HDD, would that solve my issue and make the HDD recognizable in the BIOS since it will remain ON?
