Damping Matrix block the "You may have Rhox deal its combat damage to
defending player as though it weren’t blocked." of Rhox?

And regenerating?

No, this is not an activated or trigged ability. It's just something
that you can do instead of assigning combat damage to a creature that
blocks it.

Yes, this is an activated ability. Damping Matrix will stop you being
able to play this.

Activated abilities are *always* of the form "cost : effect". There's
no cost given there; it's not an activated ability. The Matrix doesn't
affect it.

Now *that's* an activated ability. Yes, the Matrix prevents Rhox's
controller from using it.

An activated ability, which is the only thing Damping Matrix disallows,
is always worded in the "Cost : Effect" format. That makes them pretty
easy to spot. So no, Damping Matrix does not prevent it from assigning
its combat damage to the defending player when it's blocked, but...

.... yes, Damping Matrix does prevent most forms of regeneration,
including that of Rhox. (One example of a card whose regeneration would
not be prevented by DM? Clergy of the Holy Nimbus. In fact, DM would
prevent your opponent from *stopping* the regeneration in this case.)

I think it's funny, you can see how long a player's been playing, or maybe
about when they started, by the examples they choose.

Correct on both counts 🙂. My examples will tend to be either from the
very early days or from around the time of Tempest, the two periods when
I was most active. I do keep up with the newer sets, especially the
Invasion and Mirrodin blocks which I really liked, but I know those two
periods a lot better.

Only creatures may "block" things, and then they can only block other
creatures which are attackin. (It's not a good idea to use specific keywords
from Magic to describe totally unrelated parts of the game, in other words.)

Damping Matrix stops creatures and artifacts from using activated abilities,
unless those abilities are mana abilities.

Rhox's ability to have its combat damage assigned differently is a static
ability, not an activated one; it does not have a cost on the left, a colon
in the middle, and an effect on the right.

Rhox's "2G: Regenerate ~." ability is an activated ability, sure enough, and
is not a mana ability, so Damping Matrix prevents that ability from being
used. Spells can regenerate Rhox just fine with Damping Matrix in play, as
can triggered abilities or abilities of noncreature nonartifact permanents.
