That EPS plug is a supplemental power, you are correct that it's usually concerned with OC. Define OC. Whose, your manual manipulations or the factory boost speeds over and above the base speed of the cpu.

Turbo, boost, PBO, all of that 'factory' default stuff is OC. And that takes power per core. You will absolutely need to put the EPS connector in, minimum of 4pin. Just for the cpu to function.

Don't mistake power requirements for power supply, they are different. The cpu will use only what it decides it needs, if it doesn't need the EPS power, some of it or all of it, it doesn't use it.

Good point. I don't plan to do any warranty-voiding, so no PBO. Just the regular boosts the cores naturally do.

I do plan to apply a RAM profile to (fingers crossed I hear) get the 3600 the QVL says my RAM does (and as I understand it anything over 3200 is a RAM OC; I honestly have no idea whether that means much power draw).

Let me rephrase that thing I said about electrons. I don't want it to want electrons it would have gotten to have had I plugged in the technically optional 4-pin.
