Question Dark Rock 4 , fan spins slow and then speeds up constantly to a pattern

Was wondering if the Dark Rock 4 cooler is suppose to spin slow ( almost where I can read " Be Quiet "in the middle of the fan ) than speed up for a few second where it spins noticeably faster ( the Be Quiet looks like a swirl and non readable ) it zooms up the speed for a few seconds than slows down and speeds up again and again ...its a pattern. The temps are cool no problems , I just had the pc built Friday and Saturday. The motherboard is a MSI Gaming Edge AC z390 with intel i7 9700k . When it was built it was stress tested for hours everything was cool on temps gpu and cpu . When it was built was the fan speed set this way or is something broke? I cannot reach the person who built my machine until Tuesday. Literally no other issues or problems whatsoever . I was just wondering if something is defective , any help would be apreciated thank you

I would go onto bios and change the fan speed Notice my cooler was spinning slowly and my temps were abit high but found settings in bios and changed it to full speed. Or has your MSI motherboard got an app centre that can let you control the fan speeds?

I’m not sure how to do that stuff in bios. My temps were fine I was more concerned why the fan on the dark rock speed up and slows down on and off non stop it goes from super slow for about 30 seconds than it speeds up to a fast spin for about 3 seconds than it slows down and repeats the cycle. If the fans were set to slow or something wouldn’t it be a non stop speed at idle. When I game it does the same thing with fast to slow every thirty seconds or so.
