Dark Souls III not running at 60 fps??

Processor Intel(R) Core(TM) i3-2100 CPU @ 3.10GHz
Video Card NVIDIA GeForce GTX 1050 Ti
RAM 8.0 GB

So I run DS3 on 1650x1050 at medium-high and get 33-37 fps, so I think okay just lower the quality and to check i put it to 800x600 lowest, AND its just 40 fps max. I don't understand how can it run the same. Also i tried updating my drivers, and optimizing the game in nvidia control panel but nothing works. Please someone explain.

Most graphics settings mainly affect how much load the game places on your graphics card, and don't have as much of an effect on your CPU. As far as resolution goes, CPU load will generally be similar whether the game is running at 800x600 resolution, or at 4K, unless the game is applying some extensive CPU-based effects to the rendered scene. Basically, your CPU can only manage to run the game's processes at around 40fps, and the graphics card has to wait for the CPU to finish doing its work, even once it's finished rendering what it has to render.

It's probably best to just turn your graphics quality up to whatever your 1050ti can handle, and live with...

so my cpu is not the best but how can it run the same on high and low?
