how to burn to this setup file to dvd.?

I use ImgBurn for creating bootable ISO disks. http://www.imgburn.com/

Like most free Opensource software they welcome donations but it's ot compulsory.

I don't know why people always suggest that stuff, use http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install instead to make a proper disk!

Nothing wrong with that software, I use it myself. The issue is that the ISO op is using is likely a pirated copy (since it's difficult to get an ISO without using the tool) or lacking system specific drivers. The update tool does use slipstreaming to minimize potential issues after all.

I do hope you're wrong about him using a pirated copy. Folks get banned for admitting to that kind of thing around here.
