Data recovery after disk cleanup

Hello, actually the problem with my pc starts after windows update. My previous OS is Windows 8.1. After not loading for some time and I couldn't get to Device Manager, I was thinking to just install another OS and reboot. I read somewhere that before installing OS I would need to do disk cleanup, so I did just that. But now all my files from 4 disk partitions are gone along with the previous OS. On this website some posts said that installing the new OS means my data will not recover, ever, so I am refraining myself to install it for now. Any help please??

It won't of wiped your data just buy an adaptor for your HDD plug it into another computers USB port with the HDD connected and coppy your data to your other computer. If you have a ssd replace the word HDD with the word ssd in this text
