data transfer slow ? defraggler piriform

i run benchmark and i have a toshiba sata 3 with 1.5 mb/s and a WD black sata 3 with 2 mb/s. i thinked that a hdd sata 3 have to run in 100/150 mb/s. the speed is normal ?, or isnt ?
