If I was too do a data wipe from the bios setup maintenance settings on a dell precision tower 3620 would that remove windows?

that wont just remove windows, that will destroy all data on any connected devices including flash drives or other internal drives. it may take several hours. make sure you backup your data or remove any devices other than the windows drive.

Ok then is there a way to get around mcafee from the bios setup or would doing a data wipe and reinstalling every driver and all the is and windows be a better idea?

What do you mean by get around mcafee? Please explain the issue. What version of Windows are you using? If you're just reinstalling there is no reason to do the data wipe.
