If price is taken into consideration, I'd pick the first one, since it's much cheaper for almost the same performance and at lower voltage, which translates to lower temperature. Although it list voltage as only 1.8v, and not, say 1.8-2.2v. Which means if you want to bump up the voltage for overclocking or further tightening timing, it might be a problem.

No idea about brands, I only look at specs.

I know a person running the Mushkin at CL3 and he's perfectly stable. He loves it. He's running 2x1GB modules however, so account for that.

I would go with the Mushkin as well. I have been very happy thus far with my 4GB kit. You will probably be able to get the ram down to CL4 easily with a small bump in voltage. Good luck getting down to CL3 though. It would probably take a lot of voltage and some luck to get the timings that tight.
