If you could run it at 1600 Mhz the higher the better...

For what?!?! Gaming??? If yes, buy the cheaper one!!! You wont notice any difference (or VERY negligeable) in FPS between both!

Go for 1333 MHz.
The athlon x3 450 was released back in 2010 I don't think it will benefit much from 1600 MHz memory.
