Can anyone tell me what they think would be better, or more like the same because I found very similar pricing? Let's take a vote, they will both be 16gb. Would you choose, ddr3 1600 cl8 or the ddr3 1866 cl9?

i prefer 1.50v ram. if a higher speed/higher latency equals a bump in dram voltage, i will take a lower cas/slower speed any day. on top of that higher speed means more heat. latency wont affect heat. if you are running an overclock this can affect thermals sometimes.

otherwise you can very likely just underclock the 1866 cas 9 kit to 1600 cas 8 anyways.

The voltages are perfectly safe, and temp difference is negligible between 1600 and even 2666 (can use a infrared thermometer to confirm). Also actually, yes, latency can play in on temps, when you OC and tighten down timings, it means the DRAM is working harder than specced and faster which can increase heat, though again generally negligible unless really pushing it (which is what L2N is for 😉 )

Hasn't been 😉 In fact early DDR3 was often rated at 1.7 and run higher. Intel has even been listing certified 1.65 DRAM going back to the 1155. I generally won't use 1.65 on DRAM under 2133 as there, it's indicative of the manufacturer using weak memory chips to get to 1600 or 1866 just for profit when the chips used are better suited to use on 1066 or 1333 sticks

There will always be some that don't 'get along', normally the lower end, but my I ran my 2500k at 4.8 with 32GB of 2133 (1.65), and built a ton of of SB rigs that ran the 1866 and 2133 sticks (1.6-1.65) with no problem, as far as I know they are all still running, know mine is (and 24/7) with the client I sold it to last year
