By default your motherboard will set your memory speed to 1333MHz. Since it is DDR3, which stands for DUAL data rate, 666.8MHz is correct. If you wish to have the memory running at 1600MHz, you will have to set this in the BIOS. Unless you're benchmarking, you're not going to notice any increase in performance though.
