The fact is they both showed he same speed. 1066.9×2 is approximately 2133
You have to double the speed reported in CPU-Z to get the actual number (common misunderstanding). So 1066x2=2133

The motherboard manual should tell you the preferred slots to use (2 and 4, correction: 1&2):

Looks like your memory supports the overclocked speed of 2133 and that is what your system is showing as the speed. Seems that part is okay.
