DDR3 Bottleneck Ram?

Mobo supports 2400+, Ram is 2400, CPU supports 1866, bottleneck?

not really, it'll just downclock it to the rate it can handle. if your gaming or doing general things on the computer it wont be a bottleneck, but if you are running specific applicatoins that need that higher rated memory clockspeed and such then i twould be.

Would there be any point in getting higher ram than the CPU can handle? Cause i can save money getting a lower frequency.

no, modern intel CPUs see very little performance gain going beyond 1600 or so
