I have this specs
Mainboard:Z68XP-UD3R (support max 2133)
CPU:E3-1225v2
GPU:GTX 1660S Tuf
Ram: (Adata XPG 4gb 2400 1.65V)x2
RAMis stuck at 1866MHZ. I can't OC it to 2133 or 2400. How can I overclock it to 2133?

Your CPU is limited to 1600MHz max, you are lucky to have 1866MHz. If there's no XMP available you can try manually but I doubt results are going to be any good, could be even worse. With higher frequency. Cl and other settings also have change to worse so end result may not be faster RAM. You see, when you OC RAM you also OC IMC (Internal Memory Controller) located in the CPU and that's main stumbling block.

I tried using XMP but it still doesn't work. I also think it's a CPU problem. Is there any 1155 cpu that can support higher bus.

1866 to 2133MHz you would not see any real life improvement anyway, not even at 2400MHz most probably. pushing that far over the specs is sure to cause some instability. You'd probably get better performance expanding RAM to 16GB.
I will change to 16gb ram. But i want OC it to 2133 for research purposes

What did you do to have it run at 1866MHz ? DDR3 starts at 1066. to 1333MHz and everything above is OC. You can try it same way to get more but will also have to up RAM voltage.
I change ratio from 16 to 18.66 and up ram voltage to 1.65. but i change ratio to 21.33. it resets and returns to default bios

That tells me that 1866MHz may be IMC hard limit. I'm not familiar with that CPU but if Bios has settings for Soc voltage that's for IMC just be careful with it, make small changes of 0.001v at most or it will result in overheating.
