DDR4 2133mhz clock ram shows 1066.7mhz clock

Hello.
I got a DDR4 2133mhz ram (8gb) and for some reason speccy shows only 1066.7mhz clock
I would like some help understanding why do I have it like that?
and I'm pretty sure few months ago I had the correct clock.. (might be wrong)
I had a little trouble few weeks ago when my PSU died.. gladly all the components function very well.. (might be the reason?)
the ram is from a trusted and known manufacturer and for a legit price and legit store, (cant see the logo on the sticker now as the view blocked by the heat sink)
here is my specification:
Windows 10 Pro 64bit
Intel Pentium G4560 3.5ghz (kaby lake)
8GB ram DDR4 2133mhz (on the sticker) (15-15-15-36)
Gigabyte H110M-DS2-CF
Radeon RX460 2gb
Seagate 1TB HDD
Sandisk 24GB SSD

Solution
Both are correct. The 2133MHz is the effective RAM speed. The 1066.7MHz is the actual clock rate. DDR RAM handles data on both the rise and fall of the clock signal. So you get two reads/writes for one cycle of the clock.

1066.7 * 2 = 2133.4
