DDR4 Cl Ratings

I'm just curious if the CL rating really makes a difference on a piece of RAM. So would a DDR4 3000 MHz with a CL15 be faster or slower then a piece of DDR4 at 2400 MHZ with a CL10. Since i'm studying for my A+ exam i found this to be a very interesting subject, Could someone give me an equation to figure out the difference or simply explain it to me.
 
DDR4-3000 latency would be 10 ns, DDR4-2400 latency would be 8.33 ns. So DDR4-3000 would have higher bandwidth but higher (worse) latency. Which one would be "faster" would likely depend on the application.

Edit: For most applications there probably won't be a noticeably difference in performance between the two.
 


I did try googling it didn't find what i was looking for that is why I'm asking.
