DDR4 memory not running at full speed

My memory is 8gb of ddr4 2800mhz but speccy tells me its only running at 1399.8 mhz. I changed xmp to profile one, and it says 2800, but then when I load into windows it still only says 1399.8mhz. so im assuming I will have to manually set it up in the bios. If anyone could walk me through that or tell me if there is a different way to set it up that would be great. I know my board is a quad channel and i have a dual channel kit, because im waiting for the price to come down and then ill buy a quad channel kit thats much faster. sorry for the english

Software-based RAM frequency readouts always have to be doubled (DDR, Double Data Rate, it 'does stuff' twice per clock cycle instead of once like most other components). ~1400MHz means your RAM is actually running at 2800MHz.
