Dead Graphics Card?

Whenever I use the GPU (GTS 250), the monitor says "no signal". The GPU fan spins.

Things that I tried:
* Uninstall, re-install and update graphics card drivers.
* Re-seat the GPU on the PCI-E.
* Checked the PSU cable if it is properly connected.
* Changed the cable going from the GPU to the monitor (DVI / HDMI).
* Removed the GPU and used the on-board graphics of the motherboard. The on-board graphics worked fine.
* I tested the GPU on a different motherboard but still no signal (used my own PSU). I haven't tested the GPU using a different PSU.
* Cleaned the GPU and re-applied thermal paste on the GPU.
* Checked voltage readings using CPUZ and the voltages are fine.
* Tried using only 1 stick of RAM and using the other RAM slots.
* Reset the CMOS using the jumper and even taking the battery out.

Even though I can't see anything on the screen when I use the GPU I think that it boots and goes to Windows because when I reset the PC and use the on-board graphics, I get the "Start Windows normally" option thingy which happens when I reset my PC when Windows loads.

System Specs:
CPU: AMD Athlon 64 x2 5600+ (no OC)
Mobo: Asus M2N-VM dvi
GPU: Asus ENGTS 250 1GB
RAM: 2x2GB DDR2
HDD: 2xHDD
PSU: HEC Raptor R500 (12v1 = 19A / 12v2 = 19A)

 
I don't have another graphics card to test besides the on board graphics. Thanks for the suggestion. ^_^

I've decided to stick with using the on board graphics for now. I'll just save money for a new PC. Cheers.


Update: I managed to borrow a graphics card (GT 430) and it worked. RIP GTS 250. 🙁
