Dead HDD not being detected by windows

Hey my WD Black HDD died after a sudden power surge, it was being used at that time, I rebooted my pc and it didn't want to boot with that HDD connected (my windows is on an SSD), i tried plugging it in after booting up and still my system cant read it (reads it as Local Disk D:) with no space specified, disk management keeps saying connecting to virtual disk service forever.
However, when i booted to bios and tried to browse it via the flash bios utility, and i can see my folders there with no problems.
Any way to recover my files?

In such case you got the PCB damaged or the preamplificator.
My bet is that this is the PCB and it should be the TVS chips that have been damaged....I explained how this works and how they look like on this page...have a look at PCB and TVS Chips...remove them and you should be fine.
