Question Dead Island Definitive Edition FPS Problems!

Hey guys so I picked this game up after a while. I have the recommended specs to run the game, I have everything on low, off, and vsync is off as well. Online settings are friends only as we want to play together. But my problem here is that I get really good FPS, like 150+ then out of nowhere for no reason drop to like 12-30, sometimes worse? Whats going on here? I have 8GB ram, 8350 CPU, and GTX 970.

look to me the cpu is weak.
what the cpu/gpu temp and usage during the game?
