Dead mobo or ?

So here's my adventure today. My friend asked me to take a look at her comp. so IV been fooling with it and I'm thinking a faulty mobo. The PC will turn on but no display. Once u turn the PC on. U can't turn it off unless u pull the psu cord. If for some odd reason you CAN turn it off then u CANT turn it back on. U have to unplug the psu. I took out all the ram. Took out all the hdds and even tried a good extra psu I had. Does the same thing. I tried using a diff gpu other than the inboard but no display. Took out the coms battery and no luck. I going with bad mobo unless anyone has any other thoughts?

Hello... did ya try to Clear the CMOS? Did ya check the Battery voltage? Did ya try to re-flash the MB? Is the MB a cheap replacement? Did ya Check the monitor for the proper cable input setting? Does the MB have a speaker connnected for an error beep message?

I took out the CMOS battery for about an hour. I did not flash the mb. The cable input is correct. And there is no beeps. Hmm
