Dead motherboard? No Post, constant reboot

Hi i just recently upgrade from a ryzen 3 1200 to a ryzen 5 2600 in the process i think i damaged my motherboard. The pc was working fine before i tried changing the cpus. I took the motherboard out while changing them and believe i shorted something. Now when i go and start the computer i get display to the monitor. All fans spin including cpu fan. One thing to note is the computer is turning on and off every couple seconds. Also i tried putting the 1200 back in and that did not work either.
 
Try to clear the CMOS, make sure unplug the power core from the wall outlet, then try to boot the PC with 1200 to see the PC will boot or not.

If it can't boot , it may have problem, you will need more tests, because you said the short circuit. You will need the new MB.

If it can boot with ryzen3, then you have to update the BIOS to support the ryzen 5 2600.
