[SOLVED] Dead pixel?

Is this a dead pixel? It just appeared today, it doesn't show when I'm in a fullscreen program or game, only on desktop and windowed programs. The thing is this "dead pixel" also occured on my old monitor looking exactly like this and on the same spot, and then it dissapeared the next day. Could this be software related?

The sharp black dot yes looks like a dead pixel, the larger smudge around it is not. It's only in certain programs? If that is the case it's not a physical issue with the monitor, that would display with everything.

It disapperred today after I turned it on again... it doesn't make any sense

Found the solution, the problem was in Steam app apparently. It disappears after shutting it down.
