[SOLVED] Dead Power Supply?

I recently brought a Corsair RM850x power supply, and after installing it, it didn't seem to be giving power to my motherboard. After trying the paper clip test, the first time I saw the fan slightly spin for maybe a split second before making a single clicking noise. I thought it was working because of the "zero-rpm mode," but when I tried again with my motherboard it still didn't give power.
Every other sequential paper clip test I have done after that first one has had zero reaction from the PSU. My question is is my PSU dead?

Let's do this. Is everything mounted in the case and you have power cables going to everything? What's a list of all of your parts?

Essentially, you want to start with just the PSU, motherboard, CPU and CPU cooler. And not even RAM or GPU. You should have only the 24-pin and the 8-pin plugged in for the motherboard. No SATA cables plugged into the motherboard and no power going to anything else. Even if the CPU cooler is an AIO, you shouldn't even need to power the pump because we're only going to try to POST and that will not allow the CPU...

There's a jumper on the motherboard somewhere labeled POWER_SW, in a lump of other jumpers for the front panel. This jumper should be connected to appropriate cable coming from the case, but you can just short it with a screwdriver without connecting, does the same thing as pressing the button on the case. Do that to make sure that your case button isn't just faulty or isn't connected right. Sometimes you just need to flip the polarity of this cable for it to work. Look in the motherboard manual if you can't find it.

What happens in this scenario?

That could be a possibility... but if that's the case I am not sure why my motherboard is not getting any power at all.

It is VERY important that you only put the paper clip in the correct pin (what used to be the "green wire") to do this test. It doesn't matter what ground wire. Just make sure the correct "power on" wire is used.

Feel free to try other guides by Googling "paper clip psu test" to make sure you're doing this correctly.

When the paper clip is first inserted into the PSU, the fan should just spin slowly for < 10 seconds then stop. If you remove the paper clip and wait, then do it again, it should spin for another 10 seconds. That is as long as the off/on switch on the back of the PSU is always set to the "on" or "I" position.
