Question 'Dead Spots' on my HP 27er 1080p desktop monitor

I am encountering areas on my display where the mouse pointer is inactive - the mouse pointer does not change based on the context on the screen and all mouse click events are ignored. Generally the area appears to be the same rectangular area in the middle of the screen but I have also encountered this same issue in the upper most left quadrant. Is this the graphics card failing or the monitor or something else?

I was having overheating issues for over a year where the PC would pretect itself by shutting down until I properly cleaned the CPU fan and heat exchange fins. This caused the temp of the CPU to reach over 70 degrees C where it now operated around 30. Could that have done damage causing this issue?

Does it happen with all apps or just some particular apps?

Does right-click work on that spot?

Did you try another mouse or update the current mouse's driver (if any)?
