Debilitating High Pitched noise... No help!

Been searching for two days straight, cant seem to find a single solution or even a thread close to this problem...

CPU: 5820k
CPU Cooler: EKWB Predator 360
GPU: Zotac Amp 980Ti
Motherboard: MSI X99a SLI PLUS

When I turn on my computer, everything is fine, runs smooth as butter.

BUT! As soon as windows goes to the login screen, this completely debilitating high pitched screech pierces your ears from up to 10 feet away.

Almost like that kind of noise that would make your dogs ears bleed...

I thought it was coil whine at first, but the frequency stays the same forever and doesn't ever go lower or higher.

I thought I cuold fix it by disabling C3/C6 state in my bios, but that didn't work either.

I have no idea what the problem can be and am literally left stranded with my hands in the air not knowing what the problem is.

I disconnected the GPU and left the CPU cooler intact, the noise remains.

I disconnected the CPU Cooler and left the GPU intact, and the noise remains.

I disconnect both the GPU and the CPU Cooler and the noise is gone..

Can anyone please help? I'm begging at this point!!
 
Sounds like a problem with the PSU power delivery or the MB. Have another PSU you can use for testing?

Also did you just disconnect the power to the GPU or did you pull the card? The slot does supply some power.

Don't leave the system on without the cooler running. Bad things can happen.
 


I unplugged the entire video card and took it out.

I have a friend with a 1000W PSU that I'm going to try hopefully tomorrow, but the sound seems like it's coming from the CPU area, or the top right side of the motherboard.
