I recently upgraded to Windows 10 after I got tired of the harassing popups. Now my computer is only at about half the function it should be. I am getting the following error on my desktop screen and Microsoft has been of no help so far.

then it gives me the option to Abort, Retry, Ignore
My start menu is not working. I can right click on it and it provides some functionality but I am very limited on what I am able to go to and click on
any help would be greatly appreciated
