Question Debug LED stuck on VGA, no display ?

Hi everybody, I've recently purchased a 6700 XT from Amazon and plugged it into my motherboard, but its not posting and the debug led is stuck on VGA for minutes. RGB on the card lights up and the fans are spinning. So I plugged in my old GPU(GTX 660) to see if the PCIE slot or the PSU was to blame but it displays just fine. Here are the things I've tried so far:

• Reset my BIOS
• Tried another PCIE slot on the motherboard
• Uninstalled all of my display drivers via DDU
• Reseated the card several times
• Tried every Display Port and HDMI inputs

The parts if its any use:
CPU: R5 5600x
RAM: Corsair vengeance 8x2
MOBO: B550-A PRO
PSU: 650W Cooler Master(not modular)

Have you connected the additional PCIe power cable(s) from the PSU to the 6700 card ?
