Decal flicker when playing games

Ok, so my description might be a bit odd, but what is currently happening is this:

Imagine you're playing an RPG (say Skyrim). In the graphic settings, you set the object draw distance. Depending on this setting, when you're close enough, the distant objects start appearing (and disappear when you go far).

Now imagine the above phenomenom happening rapidly, i.e. decals turning on and off representing a flicker. This is what is currently happening when I am playing games.

My graphic card is an HIS ATI Radeon HD 6870 connected to the monitor via the DVI port. The games I am currently playing are Far Cry 4, Skyrim, CnC3.

What could possibly the cause for this behavior?

At first, I thought something was wrong with my old CRT monitor, since it was aging anyway. However, even after using my brand new monitor (21.5" LED backlit LCD), I still see the problem.

I have updated the Catalyst driver to the latest version - 14.12. Also, I have noticed that the GPU temperature is 65 deg on idle and shoots to 85 when I try playing on 1980x1080 resolution.

Is this due to overheating?

Well the gpu is a little too hot but is in the safe limit, it may the operating system combined with your hardware, i had such errors on alien vs predator game latest one dont remember full name, when i installed 8.1 this issues has stopped. My advice try to reinstall graphics driver following the instruction from the amd site.
 


Tried that. Still issue remains. I'll try dusting it up and changing the thermal paste.

Also, is there any setting in Catalyst Control for DVI inputs. I can see faint ghost trails for text when I scroll web pages.
