Decent gaming PC playing very choppy

My pc does not play games smooth. It is especially noticeable when going around a sharp corner I can see the wall skip back and forth. No matter how good my frames are it always does it. Example I get 300+ frames on csgo but the game still plays choppy. Sometimes it will look like the environment in the game is going backwards while I'm going forwards only for split seconds.

i have tried with vsync on and off. both in game vsync and turning vsync/triple buffering on in nvdidia control panel but nothing seems to work. not sure if resetting my pc and re-installing necessities would help
