Decent monitor?

My current monitor is horse manure. what can I get that is 1080p 20" or more and not expensive as hell? Thank you!

p.s Refresh rate is also very important to me.

Are you worried about refresh rate because of flicker or do you want high frame rates in games?

Because even though LCDs almost all update at 60hz they don't flicker like CRTs do. An LCD will always look more stable than any CRT, it's just how they work.

ive never really noticed flicker in any crt ones but yeah high frame rate is big big biiiig
