Decent pc running crap

my gpu is an nvidia gtx 970 i have a 3.0 dual core cpu and 8gbs of ram. i may be wrong but should'nt i get at least 60fps in gta or fallout 4 if not 60 mabye at least a solid 30? what am i doing wrong

What exact CPU do you have, sounds very under powered to pair with a 970
