Decent Speakers for $30

For $30 look on Craigslist for these. I see them regularly for $25 which is an insane deal for how great they sound:

Please note everyone seems to misspell HarmAn Kardon / HarmOn Kardon so search for both!

There's no doubt, for $25/30 nothing comes close unless you score a Friend/Family Deal. Don't be afraid to hook an old stereo up to your PC if you have a neglected old stereo available. Simple 1/8th headphone jack to Stereo RCA's cable and you're in business!

Logitech Z313 or Antec Lansing BXR1221. I'm recommending 2.1 speakers. They are shielded speakers that sit on the desk and and a subwoofer for the floor. These have the everything inside so you can simply plug them into your computer and listen. Separate speakers might require a receiver.
