Replace Thermaltake PSU with something reliable and go with the second one. Someone will probably post a tweaked version with different parts and such, but just choosing out of the 2 it would be the second.

The reason being that the 780 outperforms the 7950 and is more future proof. You will notice the biggest difference in the GPU so it's worth it imo.

And don't be scared to get 8.1. It's more similar now to 7 and is better optimized in most cases.
