Hi,
My PC Specs are as follows
intel core i7-2600cpu @3.4 GHZ
16GB Ram
550W smps
9500-gt 1gb graphics card, i am planning to upgrade my graphics card, can someone suggest me what are the factors i should consider with respect to my config

"if i buy a lower end graphics card will my pc spec help boost that to higher level?"
Not really, higher system specs just keep from becoming a bottle neck.
Things like "what type of PCIe slots" you have can allow your card to reach it full potential but not boost the potential of a lower end card. Unless it's a AMD/AMD combo that allows the GPU and iGPU to be cross fired.

I would go with the GTX 950, Very close in performance to the GTX 960.

i7-2600 with a 750ti is a standard gaming rig setup I see alot.
A GTX 960 2gb is also a good choice if your gaming at 1080p.
Someone was telling me about a slow down with cards over 3.5gb without a z99 board but I don't know too much about it.

If budget is a problem, then just go with the GTX 750Ti. Nice card, could play witcher 3 at medium-high settings😛 If Witcher 3 is playable, any other games is playable.
