Decimal Key Quit Working

Hi, I've been having a problem with the decimal key on my number pad for about a year now. At first the key would randomly work, then it would quit typing the decimal, but anything I had bound to that key, i.e. any games that used it or my recording program that used it as a hotkey, would accept the input.

The Num Lock is on, I have tried a different keyboard, I should also note that the On Screen Keyboard also will not input a decimal. I believe the problem is in the registry, either that or something has overwritten they key. I'd like to get it fixed because its aggravating me to no end.

Try changing (in the Control Panel\Regional Settings) the language of the keyboard you are using to something else.
Save and restart if needed, then changing it back again. See if this helps in any way.
