Dedicated GPU Memory

Just a curious question. Some laptops have a certain amount of Dedicated GPU memory on them. Is there a way to up that so I don't care any screen tearing when in game or along frame stutters occurring? Do I need to get 32gb of RAM to have the dedicated increase as well, or is there some external GPU thing my laptop can use to make gameplay more better?
 
No. Dedicated video cards have a set amount of VRAM and it's soldered. Also screen tearing is a problem with frame rates not matching the display refresh rate. Stuttering, if you mean by hitches in the actual frame rate, is typically not from running out of VRAM. Something else is more likely to cause it.
