Dedicated GPU Taking Up System Ram

Just changed my system. Previously I had a 860k, 8GB ram, R9 280 3GB, Asus Crossblade ranger. On windows 10 64-bit I had no problems and had 8GB out of 8GB to use.

Changed to a Asus m5a99x evo r2.0 and a FX 8350, everything else stayed the same. And on windows 10 I have 7.68Gb usable out of 8GB. And when I do dxdiag it shows that that ram is being given to my r9 280.

I have 64-bit OS system for sure. The BIOS and OS recognizes that I have 8GB installed. I have already tried the msconfig uncheck maximum memory solution to no avail. And my bios is updated to the latest version and scouring it I have no options what so ever to change any graphics settings, there is no shared memory options, nothing in the memory settings of the bios indicates its sharing with anything, and I don't have a IGPU so its not that.

Any ideas why changing the processor essentially as the only significant change to my system would make the GPU start taking unneeded system ram. It has 3GB GDDR5 which would be hindered by my lower memory bandwidth DDR3 system ram so why is it doing it? And is their a solution to fixing this?
