Ok, so i plan on streaming at some point. But should I use my 8600k for stream encoding or buy a second gpu, or even use my chromebook for the encoding process? btw my chromebook is booted into linux..

Use your processor. Unless you have a pixelbook with an i7, your chromebook isnt going to be able to handle encoding. And a second graphics card will only help you marginally. The NVENC streaming codec (uses your GFX card.) might not impact system performance much, but has way less quality when compared to x264.
