Dedicated Streaming PC (console)

I'm currently trying to find the best solution for a streaming PC or even laptop. I really don't want to spend much. The cheaper the better. It will be for twitch which caps off your bitrate so it doesn't matter. I am perfectly fine with a 720p stream at 60fps. That being said, I play on a PS4, and would have to use an external capture card. I don't really know if the PC/laptop is the first step or if the capture card but it honestly doesn't matter. I have a laptop that I use for school/everyday stuff but it's fairly old and runs on Intel Pentium 987 at 1.5ghz so there's no way I can use that for streaming, so I was wondering if maybe since it's just for streaming and no games are actually going to be played on it, I could possibly buy a refurbished PC that will be able to handle the "workload" of streaming. Keep in mind, I'm looking for as cheap as possible that gets the job done. I could attempt building a new PC but I feel like that isn't the cheapest alternative. Any help or guidance would truly be appreciated!
