Should the fans on the radiator be on at all times but low and then ramp up depending on heat or only turn on and ramp up when computer is hot.

Don't let both fans and pump dynamically change their speeds, which they tend to be set up to do out of the box.
The fans should be on at all times. How fast is up to your ears, but understand that those fans are part of the whole chassis cooling, and not just for the radiator.
The pump should be set at a static speed, like 75% or higher.

Yes, I should have elaborated, the pump should always be near or at max.
