Deepcool Gammaxx 400 cooler good for Ryzen 7 1700 oc'd @ 3.7ghz?

Is the Deepcool Gammaxx 400 cooler sufficient enough to keep the Ryzen 7 1700 oc'd @ 3.7ghz at good temps?
Case: Phanteks P400 ATX Mid Tower Case. (2 fans total, 1 rear, one front)
Also, if the Deepcool Gammax 400 isn't any good, whats a good cooler for the Ryzen 7 1700, preferably one that is around the price range of 16$-30$.
Any feedback would be much appreciated, thanks.

The Deepcool Gammaxx 400 will be sufficient up to a point. I would recommend one with a larger heat sink and more than a single fan.

The PC case is also a problem. With just a single intake fan and a single exhaust fan (plus the power supply fan), the temperatures inside the case are going tend to be hot.

You are limited to a cooler that is 160mm tall with your case. These three maximize the cooling, but are still under $50.
